Mr.Mazahir Panahov, Chairman of the Central Election Commission informed on the session agenda. 

The issue on the termination of authorities of Mrs.Mehriban Aliyeva, deputy of the fifth call Milli Majlis of the Republic of Azerbaijan was considered at the session. Therewith, the issue on making amendments to the structures of some Constituency Election Commissions (Con.ECs) was also discussed and current issues were considered.

CEC Chairman Mr.Mazahir Panahov informed that by Order of President of the Republic of Azerbaijan signed on February 21, 2017, Mrs.Mehriban Aliyeva was appointed the first Vice President. Having congratulated the first Vice President Mrs.Mehriban Aliyeva on the occasion of this appointment, Mr.Mazahir Panahov stated as follows:”Mrs.Mehriban Aliyeva has been elected deputy to the Milli Majlis for three times subsequently from Khazar district Con.EC # 14 since 2005. Mrs.Mehriban Aliyeva has achieved many successes during her deputy period. Every citizen of Azerbaijan has been proud of her functioning. Mrs.Mehriban Aliyeva has played an important role in proper deliverance of the Azerbaijan truth and internationally representation of our culture. Her activity has been also appraised by voters. We have always witnessed the active participation of Mrs.Mehriban Aliyeva as a deputy”. 

Mr.Mazahir Panahov also emphasized the outstanding merits granted by Mrs.Mehriban Aliyeva as a President of the Heydar Aliyev Foundation in the world-wide representation of the Azerbaijan culture and protection of our history. The Foundation has undertaken many broad activities in Azerbaijan and outside the borders of the country. "Each of us has witnessed the works implemented by the Heydar Aliyev Foundation in the recognition of democratic and independent Azerbaijan in the international community. Mrs.Mehriban Aliyeva, follower of great leader Heydar Aliyev school is the closest counterpart of President Mr.Ilham Aliyev,” – CEC Chairman mentioned. 

It was also informed that pursuant to the item # 4 of the first part of Article 89 of the Constitution of the Republic of Azerbaijan, in the case when a deputy of the Milli Majlis is appointed to a post in state bodies, their authorities of a deputy to the Milli Majlis shall be terminated. Pursuant to Article 175.3 of the Election Code, the Central Election Commission shall decide on the termination of the deputy mandate in the cases mentioned in the item # 4 of the first part of Article 89 of the Constitution. Thus, there are legal grounds to terminate the deputy authorities of Mrs.Mehriban Aliyeva as implied in the legislation. 

Therewith, Mrs.Mehriban Aliyeva applied to the Central Election Commission on March 3, 2017 to terminate her deputy activity regarding the appointment as the first Vice President. 

Later, pursuant to the item # 4 of the first part of Article 89 of the Constitution and Articles 19.14, 28.2, 28.4, 175.3 and 176.3 of the Election Code, the CEC decision on the termination of authorities of Mrs.Mehriban Aliyeva, deputy of the fifth call Milli Majlis was put in vote and adopted. 

CEC Chairman stated his confidence that Mrs.Mehriban Aliyeva will prefer the interest of our country and people and serve to Azerbaijan decently in her activity as the first Vice President.

Afterwards, the issue on making amendments to the structures of some Con.ECs was discussed and adopted upon putting in vote. 

Current issues were also discussed during the session attended by the representatives of mass media.
