The Central Election Commission conducted the next session chaired by Mr.Mazahir Panahov on November 14, 2014. Firstly, the session minute of the Commission dated November 12, 2014 was approved.

Later, the issue on the organization of trainings for the members of lower election commissions in Municipal elections on December 23, 2014 was discussed. It was informed that CEC has carried out training project under cooperation with different international organizations since 2002 to increase the professionalism level and working experience of the members of lower election commissions within the education framework of election actors. The trainings held by Training Group of the officials of CEC Secretariat specialized in this field are arranged in the form of practical workshops upon using visual aids and specific election-related document samples. Having underlined the practice acquired through a trend formed since ages and the importance of trainings in the education process, the Commission adopted a decision on the conduct of 2 stage trainings for lower election commission members to cope with their duties and develop their professional skills. Due to the decision, in the first stage since November 17, 2014 "Training for Trainers” will be conducted for four days covering 2 persons from each of the Con.ECs where Municipal elections will be held and in the second stage since November 25, 2014 trainings will be conducted in areas according the formed trend for all of the lower election commission members upon involving early 36 commission members. It is worthy noting that totally more than 30000 lower election commission members are planned to take part at these trainings.

At the session, text and format of ballot papers on the existing municipalities regarding the Municipal elections on December 23, 2014 were approved and it was decided to print in total 4976302 (four million nine hundred and seventy six thousand three hundred two) ballot papers.

At the session of the Commission the issue on the registration of authorized representatives of Modern Musavat Party in the forthcoming Municipal elections was discussed and the authorized representatives presented by that party were registered.

By CEC decision amendments were made to the structures of some Con.ECs.

At the session current issues were also considered.
