Central Election Commission of the Republic of Azerbaijan conducted a session
The Central Election
Commission (CEC) conducted the following session chaired by Mr.Mazahir Panahov
on October 13, 2014.
Firstly, the session minute of
the Commission dated May 29, 2014 was approved. Later, in accordance with
"National Activity Plan to increase the efficiency of protecting human rights
and freedoms in the Republic of Azerbaijan”, approved by Order of President of
the Republic of Azerbaijan on December 27, 2011, it was decided to hold a
seminar for the chairpersons of Con.ECs in Baku on October 17, 2014, a practice
exchange among the Con.ECs on October 18, 2014 and afterwards, professional
courses on election rights for the Con.EC members and PEC chairpersons in
regions on October 22-24, 2014.
During the session
the issue on termination of deputy authorities of Mubariz Gahraman oghlu
Gurbanli, deputy of the Fourth Call Milli Majlis of the Republic of Azerbaijan
was also considered. It was stated that since Mubariz Gurbanli, deputy of the
Milli Majlis had been appointed a chair of the State Committee for the Work
with Religious Organizations by Order of President of the Republic of
Azerbaijan, his deputy mandate should be terminated in comply with the Constitution
and Election Code of the Republic of Azerbaijan. Having considered the
above-stated grounds, as well as, the appeal of Mubariz Gurbanli to CEC on
termination of his deputy authorities, CEC adopted a decision on the
termination of Gurbanli’s deputy authorities.
Later, the issue
on the execution of normative-legal acts which cause the necessity of making
amendments within the scheme, graphic descriptions and boundaries of election
constituencies and making the requirements on election constituencies
compatible with the Election Code of the Republic of Azerbaijan was discussed. CEC
decided to re-change some election constituencies regarding the effective
opportunities formed to facilitate the exercise of voters’ and other election
actors’ rights, as well as, the adoption of the normative legal acts which
necessitated to match the voters’ number on election constituencies and
precincts with the representation norm. Thus, having cancelled Sumgayit first
Con.EC # 41and on its basis, Sumgayit-Khizi Con.EC # 44, having cancelled Sumgayit-Absheron Con.EC # 44
and basing on its foundation, Sumgayit first Con.EC # 41 and having cancelled
Gobustan-Khizi-Sumgayit Con.EC # 50 and on its basis, Absheron-Gobustan Con.EC
# 50 shall be established, thereby making changes to the boundaries,
dislocations and graphic descriptions of some election constituencies.
By CEC decision,
some normative acts of the Commission and compositions of some election
constituencies were made amendments, as well as, current issues were also
considered.
Representatives of
international and foreign organizations, as well as, mass media took part at
the session.
