Trainings for trainers are carried on

Central Election Commission regularly prepares and carries out projects aimed at raising professionalism level of election commission members. One of the projects founded since 2002 and already turned tradition is training for lower election commissions conducted by using visual aids. This project had been implemented previously by small groups of trainers. Central Election Commission has trained 2 local trainers for each constituency jointly with Venice Commission of the Council of Europe since 2008. These trainers have played an important role in awareness raising of the members of Constituency and Precinct Election Commissions for several years. Training project has been prepared in 2 stages for awareness raising of lower election commissions in 2013 Presidential elections.

"Training for Trainers” in the first stage has already been started from September 18, 2013. The training is still carried on.

250 local trainers from 125 election constituencies are informed on Election Day procedures including the voting process, vote count, filling of the protocol and exceptional cases possible to be encountered on Election Day are embodied during the practical seminars at the trainings. Therewith, practice attained in trainings held during previous elections is discussed and necessary recommendations are provided at the activity. The specialists of CEC Training Group conduct courses on different procedures implemented on Election Day, presentations are made on "Roles and duties of Precinct Election Commission on Election Day”, "Election Day processes and exceptional cases”, "Preparation for vote count. Classification of ballot papers. Vote counting and filling of final protocol” and "Practice obtained in previous trainings, format and organization of trainings on constituencies” and discussions are held at the trainings.

CEC Training Group will prepare special supplementary slides with necessary information for the training of the members of lower election commissions and submit to the training groups on election constituencies for the usage in second stage of the project.

Second stage of the trainings for lower election commissions will start from September 23, 2013 and will be conducted by using visual aids for small groups of 25-30 persons according to the schedule submitted by the CEC Training Group. The process will last for nearly, 15 days. The members of lower election commissions will be informed thoroughly on the election process within the frame of trainings. Furthermore, every PEC member will be submitted "Election Day Guide”, draft protocol on the voting results and many other draft documents during trainings. A video film prepared by CEC which covers the activities to be implemented on the voting day will be displayed at the end of the trainings.

Generally, the trainings are considered to be attended by more than 32000 commission members.
