On September 16, 2013, lottery was conducted at Central Election Commission for the distribution of free airtime allocated for the candidates to presidency by Public TV and Radio Broadcasting Company.

Having opened the activity, Chairman of Central Election Commission Mazahir Panahov stated that the registration of the candidates to presidency had ended and pre-election campaign had been started from now in the Presidential elections to be held on October 9, 2013. He mentioned on the rights of candidates to presidency to be provided with free artime by Public TV and Radio Broadcasting Company in comply with the Election Code and informed that 6 hours in a week – 2 times more than implied in the election legislation had been allocated. Within the opportunities of the company that has provided airtime, it was agreed between Central Election Commission and this company on providing the users with the airtime within totally, 3 hours weekly – every time for an hour on radio by starting from 21.00 on I, III and V days of the week and within 3 hours weekly – every time for an hour on radio by starting from 19.00 on TV on the IV and VI days of the week. Lottery commission was established for the distribution of the allocated airtime among the persons entitled to use the airtime in a manner defined by law, date and time of the lottery was determined. Chairman of the Commission informed that there are all the facilities necessary for the conduct of lottery and lottery could be started with the observation of registered candidates, their authorized representatives, international observers and mass media representatives.

Later, lottery was conducted and the lottery results were registered officially in a protocol. According to the results of the lottery, registered candidates to presidency Zahid Oruj, Igbal Aghazade, Hafiz Hajiyev, Serdar Mammadov, Gudret Hasanguliyev or their authorized representatives shall sit in succession on the right of the announcer of "Round table” and registered candidates to presidency Ilham Aliyev, Ilyas Ismayilov, Faraj Guliyev, Araz Alizade and Jamil Hasanli or their authorized representatives shall sit in succession on the left of the announcer of "Round table”.
