Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session on June 27, 2003.
Firstly, the issue of adopting decisions that approve the nomination of candidates to presidency of the Republic of Azerbaijan. Mr. Mazahir Panahov, CEC Chairman reported on nomination of Mr. Heydar Alirza oghlu Aliyev to presidency by New Azerbaijan Party. The Commission decided to approve candidacy of Heydar Alirza oghlu Aliyev nominated by New Azerbaijan Party as a candidate to presidency of the Republic of Azerbaijan pursuant to Articles 26.3 and 54.9 of Election Code of the Republic of Azerbaijan.
Later, the Commission adopted decisions on the approval of candidacies of Ali Amirhuseyn oghlu Karimli nominated by Azerbaijan Popular Front Party, Isa Yunis oghlu Gambar nominated by the Musavat Party, Gudrat Muzaffar oghlu Hasanguliyev nominated by "Khalg Jabhesi” voters initiative grou and Ilyas Abbas oghlu Ismayilov nominated by Adalet Party.
The Commission registered authorized representatives of approved candidates to presidency on common issues, as well as financial issues.
The Commission decided to approve Instructions "on the organizations of Presidential Elections outside the borders of the Republic of Azerbaijan” pursuant to Articles 25.3 and 35.6 of Election Code of the Republic of Azerbaijan, " on working rules for international (foreign) in Presidential Elections of the Republic of Azerbaijan pursuant to Articles 25.3 and 44 of Election Code of the Republic of Azerbaijan, "on rules for payment of salaries of Constituency and Precinct Election Commissions on Presidential Elections of the Republic of Azerbaijan” pursuant to Articles 25.3 and 33.1 of Election Code of the Republic of Azerbaijan, "on the organization of voting in military unitsin Presidential Elections of the Republic of Azerbaijan” pursuant to Articles 25.3 and 35.5 of Election Code of the Republic of Azerbaijan, "on the participation of persons living permanently in the Republic of Azerbaijan and without citizenship” pursuant to Articles 25.3 and 12.2 of Election Code of the Republic of Azerbaijan and some document samples related to the Presidential Elections of the Republic of Azerbaijan pursuant to Article 25.2.11 of Election Code.

Representatives of IFES (International Foundation for Election Systems), National Democracy Institute, OSCE baku office, USA, Japan and Isaril embasssies in Baku, as well as domestiv and foreign mass media also participated in the CEC session.
