Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on October 25, 2006.

Firstly, the issue on the results of the inspections conducted by CEC related to repeat, by, new and first-time (newly established municipalities) elections to some municipalities in the Republic of Azerbaijan was discussed. Mr. Natig Mammadov, CEC Secretary who reported on this issue informed that final Con.EC and PEC protocols and other election documents, as well as the appeals entered CEC were investigated within the period implied by law. Upon the suggestion of CEC Secretary, decision was adopted on considering invalid election results in 21 precincts out of 940 in which elections were conducted. Election results in 3 municipalities out of 603 in which elections were conducted were considered invalid, as well. CEC also decided that Davachi-Siyazan Con.EC # 54 in which voting results on Maliklar and Uzunboyad municipalities were considered invalid and PEC # 11 of Azizbayov first Con.EC # 13 in which voting results on Buzovna municipality were considered invalid, shall be dismissed.

Later, CEC Chairman stated that the above-mentioned elections, in general met legal requirements and 1901 municipality members were elected on 600 municipalities. He noted that without considering some little law violations, we can regard election results satisfactory. Elections were conducted under democratic and fair conditions. Majority of lower election commissions could cope with their duties for which they were responsible. Tranquil atmosphere formed after the elections confirms that excluding some little irregularities, these elections were generally conducted transparently. During elections the cases of influencing in election process by the representatives of executive authorities and law-protection bodies was not occurred, as well. CEC Chairman who underlined the importance of legal framework for the conduct of democratic elections, emphasized that Election Code and relevant orders by Mr. President that formed democratic election standards cause exceptional importance from this point of view. He noted that political will of the government and stability are in the line of main terms for the conduct of democratic elections and expressed his gratitude to the head of the state for the activities taken by him in this field. CEC Chairman also thanked the state bodies and mass media which assisted in the conduct of elections.

At the session, current issues were also considered.

At the CEC session, representatives of International Foundation for Election Systems (the USA) and mass media also took part.
