The Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session by Mr. Mazahir Panahov on August 28, 2004.
After the approval of the session agenda, Mr. Natig Mammadov, CEC Secretary reported on the Instruction draft on the distribution of funds among election commissions allocated by the state budget for the preparation and conduct of Municipal Elections, usage of funds on determination and control on the usage of funds entered election funds of registered candidates to municipality membership. CEC adopted decision on the approval of this Instruction draft.
The Commission discussed opening and registration of specific election accounts, as well as entrance and expenditure rules of funds in Municipal Elections and approved this document.
Mr. Vidadi Mahmudov, CEC Secretary reported on the Rule draft on the usage of de-registration cards in Municipal Elections. CEC adopted decision on the approval of the Rule draft.
In the CEC session, Rule draft on collecting information on the amount of income, its sources and property of the candidate to municipality membership was put into discussion and was approved.
Sample drafts of some election documents in Municipal Elections of the Republic of Azerbaijan were put into discussion of the Commission. CEC approved these sample drafts.
In the session, organizational issues were also considered. Mrs. Svetlana Gasimova, CEC Deputy Chairman reported with the suggestion to make amendments in the composition of Khatai second Con.EC # 34, Khatai third Con.EC # 35 and Yevlakh-Mingachevir # 49, Mr. Natig Mammadov, CEC Secretary – in the composition of Yasamal third Con.EC # 17 and Khachmaz Con.EC # 55 . The Commission approved suggestions on making amendments in the composition of the above-mentioned Con.ECs.
CEC discussed current issues.
Representatives of IFES (International Foundation for Election Systems), domestic and foreign mass media participated in the CEC session.
