The Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session chaired by Mr. Mazahir Panahov on August 8, 2003. Mr. Mazahir Panahov reported on the approval of the minutes of CEC sessions dated on July 12, 2003, July 13, 2003 and July 14, 2003. The Commission decided to approve these minutes of session.
Later, other issues included in the agenda were considered. Mrs. Svetlana Gasimova, CEC Deputy Chairman reported on the approval of "Agenda for the conduct of zone seminars of commissioners of Constituency Election Commissions (ConECs) related to the Presidential Elections of the Republic of Azerbaijan”. The Commission decided to approve the Agenda. Mr. Vidadi Mahmudov, CEC Secretary reported on the registration of the candidacy of Mr. Ilyas Abbas oghlu Ismayilov and Mr. Ingilab Nasirov, CEC Secretary on that of Mr. Yunus Isakhan oghlu Ismayilov whose candidacies to presidency had been approved. The Commission decided to register the candidacies of Mr. Ilyas Abbas oghlu Ismayilov and Mr. Yunus Isakhan oghlu Aliyev to presidency.
Mr. Azer Taghiyev, CEC commissioner reported to the participants of the session on the approval of "Instruction on rules for the application of some provisions of the Election Code of the Republic of Azerbaijan related to pre-election campaign during the Presidential Elections of the Republic of Azerbaijan, providing registered candidates to participate in the Presidential Elections, political parties, blocs of political parties whose candidates have been registered with airtime on channels of the State TV and Radio Company and publication of pre-election campaign materials in periodicals” and Mr. Ingilab Nasirov, CEC Secretary on "Instruction on rules for formation of Precinct Election Commissions (PECs). The Commission decided to approve both Instructions.
Mr. Ingilab Nasirov, CEC Secretary reported on the approval of "Regulation by CEC Secretariat”. The Commission approved the Regulation by considering given offers.
In the session, reports of Mrs. Svetlana Gasimova, CEC Deputy Chairman, Mr. Ingilab Nasirov, CEC Secretary and Mr. Vidadi Mahmudov, CEC Secretary on modifications in the composition of some election commissions were in hearing. The Commission adopted the relevant decision related to this.
After the report of Mr. Vidadi Mahmudov, CEC Secretary on the approval of samples of minutes of session by ConECs and PECs on the election results was in hearing, it was decided to approve these samples of minutes of session.
Mr. Ingilab Nasirov, CEC Secretary reported on the approval of special form of ID card for the voting of persons accused in prisons or sentenced. The Commission decided to approve the ID card form.
Report of Mr. Ingilab Nasirov, CEC Secretary on the consideration of appeals entered CEC was discussed and the documents were decided to be sent to the State Prosecutor’s Office of the Republic of Azerbaijan by being investigated for taking the relevant measure.
Issue on providing the security of candidates to presidency of the Republic of Azerbaijan was postponed for the following session by the decision of the Commission.
At the end of the session, current issues were considered.
Representatives of IFES (International Foundation for Election Systems), Baku office of OSCE/ODIHR, USA National Democracy Institution, Baku office of General Secretary of Council of Europe, USA Embassy and mass media participated in CEC session.
