Central Election Commission (CEC) conducted its session chaired by Mr. Mazahir Panahov on July 25, 2003. Mr. Mazahir Panahov put the issue on approval of the minutes of the sessions on July 2, 2003, July 4, 2003 and July 6, 2003 of CEC of the Republic of Azerbaijan into discussion. These documents have been approved by considering offers of commissioners.
Later, Mr. Mazahir Panahov reported to the participants of the session on formation of the composition of Press Group under CEC. Mr. Ingilab Nasirov, representative of independent CEC commissioners offered to form the composition of Press Group from representatives of ANS Independent Broadcasting and Media Company, "Olaylar” Agency and "Newspaper #525”, Mr. Vidadi Mahmudov, representative of opposition offered representatives of Space TV Company, "Yeni Musavat” newspaper and "Turan” Agency, Mrs. Svetlana Gasimova, representative of the New Azerbaijan Party offered representatives of Azerbaijan State Telegraph Agency (AzerTaj), Azerbaijan State TV and Radio Broadcasting Company and "Azerbaijan” newspaper. Offers were adopted unanimously. Commissioners Mr. Azer Taghiyev, Mr. Fuad Javadov, Mr. Asef Aliyev and Mr. Arif Huseynov, Head of Press Service will represent CEC in the Press Group under CEC.
In the session, report by Mrs. Svetlana Gasimova, Deputy Chairperson on approval of "Agenda of the conference of chairpersons of Constituency Election Commissions to be held on July 26 and 28, 2003 related to the preparation of the Presidential Elections” was in hearing. The Commission decided to approve the agenda. Later, Mrs. Svetlana Gasimova had reported on making changes in the composition of the Constituency Election Commission in constituencies Sumgayit II #42, Aghdam city #118 and Aghdam villages #119 for Presidential Elections of the Republic of Azerbaijan. CEC decided termination of authorities in advance of Mr. Goshgar Jahan oghlu Asgarov, member of the Constituency Election Commission on the constituency Sumgayit #42 for Presidential Elections of the Republic of Azerbaijan and appointment of Mr. Rahman Ashraf oghlu Gadirov as a member of the Constituency Election Commission on Aghdam city #118, Mr. Gambar Isgandar oghlu Hasanov as a member of the Constituency Election Commission on Agdam village #119.
The Commission has decided to provide Civil Solidarity Party with supplementary signature sheets by considering appeals filed to CEC.
In the session, appointment of Mr. Huseyn Mammad oghlu Pashayev member of New Azerbaijan Party with consultative right and accreditation of Mr. Shaitdin Sardar oghlu Aliyev as observer for all territory of the Republic of Azerbaijan by New Azerbaijan Party have been approved.
Mr. Vidadi Mahmudov, CEC commissioner reported on "Instruction on rules for transfer and return of voluntary registration deposits”. The instruction was put into discussion and adopted as a basis considering offers by members.
In the session, report of Mr. Azer Taghiyev, CEC commissioner on approval of "Instruction on application of some provisions of the election Code of the Republic of Azerbaijan based on the conduct of pre-election campaign during the Presidential Elections of the Republic of Azerbaijan and providing registered political parties, blocs of political parties participating in the Presidential Elections with airtime on channels of Azerbaijan State TV and Radio Company and publication of pre-election campaign materials on periodicals” was in hearing. Discussion of the document was decided to be continued in one of the following sessions.
Representatives of IFES (International Foundation for Election Systems) and representative of OSCE/ODIHR, foreign and domestic mass media participated in the session.
