Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on October 27, 2009.

Firstly, session minute of the Commission, dated on 20 October 2009 was approved. Later, Mr. Natig Mammadov, CEC Secretary reported on the voting protocols of election commissions.
 
 The Commission decided that in regard with Municipal Elections appointed to 23 December 2009, protocols on the voting results of the relevant election commissions shall be prepared at the press of the Milli Majlis Apparatus of the Republic of Azerbaijan in press manner from 30 unnumbered and carbonized papers for Precinct Election Commissions, as well as for each of these bodies according to the number of the Constituency Election Commissions and precincts where the voting has been arranged in accordance with the number of the municipalities where elections are to be conducted, these protocols shall be prepared in conformity with the format and text of the samples defined by the CEC by indicating their series and successively numbering them on constituencies, consisting of 3 copies, each copy being in the form of booklet from the carbonized papers in different colors.

CEC adopted decision on the approval of the authorized representatives of Democratic Reforms, Social Welfare, Whole Azerbaijan Popular Front, National Democrat, Motherland and Great Creation parties in Municipal Elections appointed to 23 December 2009.
At the session, amendments were made in the compositions of Sabunchu third Con.EC # 28 and Sumgayit second Con.EC # 42.
At the CEC session, current issues were also considered.

CEC Chairman informed on the citizens who used their passive election rights in Municipal Elections till 27 October and stated that the candidacies of 20.704 persons were approved, 18.822 persons of them have begun the campaign of signature collection by getting signature sheets.
 
4666 out of the persons nominated on their own initiatives are independents, the remaining embody 25 political parties. And 16 political parties have officially joined election competition and nominated candidates to municipality membership.

At the session, representatives of OSCE Baku office, European Commission, International Foundation for Election Systems (the USA) and mass media also took part.
