Central Election Commission of the Republic of Azerbaijan started delivery of ballot papers regarding the Municipal Elections

Distribution of ballot papers to the Constituency Election Commissions is started regarding the Municipal elections to be held on January 29, 2025.

Comprehensive conditions are created for open and transparent conduct of the process and close observation of ballot papers’ delivery by the Central Election Commission members, administration and employees of Secretariat, as well as chairmen and secretaries of Constituency Election Commissions, observers, representatives of mass media and other interested subjects. A briefing for the media was also organized within the framework of the event, providing detailed information on the requirements of the Election Code regarding the preparation of ballots and their delivery to the relevant authorities, the lawful organization of the process and the overall progress of preparations for the Municipal elections. Additionally, questions from journalists were also answered.

On the first day - on January 22, 2025, ballot papers were handed generally on 54 election constituencies including remote regions of a country and Nakhchivan Autonomous Republic. On the following day, it is planned to deliver ballot papers to all election constituencies of the country and fully finalize the process.

After submitting ballot papers prepared in secure conditions to Constituency Election Commissions, the process of protection for their transportation, preservation and distributing to Precinct Election Commissions is implemented by the relevant bodies of the Ministry of Internal Affairs.

It is necessary to note that in regard with the Municipal elections, the requirements on text, form, number and preparation rule of ballot papers were confirmed by Central Election Commission within the period considered in legislation. Thereafter, beginning from January 11, 2025, ballot papers were started being published. It was published 6052721 (six million fifty two thousand and seven hundred twenty one) ballot papers by the Commission decision.

Pursuant to the Election Code, after distribution of ballot papers to the Constituency Election Commissions, they will be submitted from Constituency Election Commissions to the Precinct Election Commissions at least 3 days till the voting day.
