Central Election Commission (CEC) of the Republic of Azerbaijan conducted its session headed by Mr. Mazahir Panahov on September 30, 2009.

Firstly, the issue on the approval of the session minute by the Commission, dated on 24 August 2009 was considered. CEC Chairman stated that at this session, the decision was adopted on the conduct of professional courses on electoral right considered for the members of lower election commissions in accordance with Order of President Mr. Ilham Aliyev "On the approval of National Activity Plan on the protection of human rights in the Republic of Azerbaijan”.
 
According to this decision, firstly, joint courses were conducted at the base of the State Administration Academy under the President of the Republic of Azerbaijan for the chairpersons of the Constituency Election Commissions (Con.ECs) jointly with this education center, later such courses were organized for the members of the Con.Ecs and chairpersons of the Precinct Election Commissions (PECs).
 
The Chairman who emphasized important role of these courses in increasing the profession level of lower election commissions, expressed his thanks to the state head. At the same time, he thanked to the persons wholse role was important in the organization of the courses.

Later, CEC session minute conducted on August 24, 2009 were approved.
Mrs. Svetlana Gasimova, CEC Deputy Chairman reported on the approval of making amendments in the names of some constituencies and approval of the existing constituencies and she stated that new municipalities were established by joining some municipalities.
 
 In this relation, there caused necessity to make changes in the names of some constituencies and municipalities, as well as changing the dislocations. According to Election Code, the necessity shall be considered on not to crossing the borders of municipal bodies while implementing the requirements on establishment of the constituencies.

The Commission decided that Babek-Kangarli Con.EC # 3 shall be named as Babek-Kangarli-Nakhchivan Con.EC # 3, Lerik-Lankaran Con.EC # 78 shall be named as Lerik Con.EC # 78.
 
At the same time, decision was adopted on locating the relevant information on the current constituencies within the republic on web-site of CEC by approving them and on publicizing them through other legal mediums.

CEC adopted decision on making amendments within the compositions of some Con.Ecs.
At the end of the session, current issues were also considered.

At the session, representatives of the OSCE Baku office, embassies of the USA and Great Britain, International Republicans Institute (the USA), National Democratic Institute (the USA), International Foundation for Election Systems (the USA) and mass media also took part.
