Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on 25 March 2009.

Firstly, session minute dated on 17 March 2009 was approved.
Later, Mr. Gabil Orujov, CEC Commissioner reported on the consideration of the appeals received by the CEC related to popular vote (referendum) held on 18 March 2009.
 
 He noted that the authorized representatives of "Republicans” and "Movement for Garabagh and Republic” referendum campaign groups, Tofig Yagublu and Hasan Kerimov jointly appealed to Central Election (Referendum) Commission of the Republic of Azerbaijan in written form on 23 March 2009 and informed that there were law violations in some election (referendum) precincts on the voting day and they asked for taking activities defined by law, the appeal was submitted to the member of Expert Group under the CEC for the investigation in the case specified by legislation.

Adopting requiring the additional investigation of the appeal as a basis, the member of Expert Group requested to extend the period of investigation. At the same time, as a part of the investigation materials are in the competence of the relevant Constituency Election (Referendum) Commissions (Con.ECs), the member of Expert Group has arrived at the conclusion to send these materials to the relevant Con.ECs on determination for the consideration.

Taking the above-mentioned as a basis, CEC decided that the period of investigating the appeal shall be extended and a part of the investigation materials shall be sent to the relevant Con.ECs for the consideration on determination.

At the session, current issues were also considered.
At the CEC session, representatives of the USA embassy, International Republicans Institute, International Foundation for Election Systems (the USA) and mass media also took part.
