The Central Election Commission held a regional seminar in Sumgayit dedicated to investigation of appeals on election right
The Central Election Commission conducts consistent and systematic large-scale events in order to organize early Presidential elections of the Republic of Azerbaijan appointed to next year February 7, 2024 in a free, fair and transparent way. In accordance with educational program for election members, a regional seminar dedicated to investigation of appeals on election right was organized in Sumgayit within a framework of the joint project of the Central Election Commission with the Institute of Law and Human Rights.
The event was attended by specialists on law and human rights, members of Expert Groups of Constituency Election Commissions (Con.ECs) of Absheron, Sumgayit, Guba, Khizi and the western region.
Mr. Ilgar Alizadeh, Head of the CEC Secretariat made presentation on "Requirements of the legislation on consideration of appeals and complaints related to the violation of electoral rights and the principles of the investigation of complaints” and Ms. Vusala Muradkhanli, Director of the Department for Training on Human Rights and Expertise of the Institute of Human Rights and Law made presentation on ""Free election right in the European Convention on Human Rights (1 part)”.
It was reported that the event held for the first time in the Presidential elections of the Republic of Azerbaijan in a new form and content targeted for increasing awareness and improving professional skills of the members of the Expert Groups functioning under the Constituency Election Commissions for the investigation of appeals and complaints against actions (lack of actions) and decisions that violate citizens’ rights to vote. Detailed information about the topics was given by using visual aids.
Later the speeches related to the basics of the activities of expert groups related to elections, practical exercises on cases, discussions about solving mock tests and other issues made by Ms. Naila Asgarova, CEC member and Mr. Hamlet Babayev, Training Expert of the Department for Training on Human Rights and Expertise were heard at the seminar.
Workshops on cases of the election legislation and expert functioning were held and the participants were involved in tests at the practical part of the seminar.
At the end of the seminar, a new helpful guidebook prepared for the first time for the members of the Expert Group were delivered to the participants.
Let’s note that the next seminar will be held in Ganja and Sheki on December 27 in accordance with the program of the project.
