The Central Election Commission conducted a session chaired by Mr. Mazahir Panahov on October 18, 2023. Firstly, the session minute of the Commission dated September 19, 2023 was approved.

Later, the issue on arrangement of Constituency Election Commissions on election constituencies was considered. It was informed about the re-approval of the scheme of establishment of election constituencies on the country and its graphic description and thus the necessity of the arrangement of Constituency Election Commissions on election constituencies by the decision of Central Election Commission dated 19 September 2023. It was emphasized that considering the relevant CEC decisions adopted during different time periods in 2021-2023, the Con.ECs on those election commissions shall be regarded as arranged and the Con.ECs on some elections constituencies shall be arranged as in compliance with the Election Code.

It should be noted that, the nomination of 3 members of every Con.EC shall be submitted by the CEC commissioners representing the political party, the deputies of which constitute majority in the Milli Majlis, 3 members by the CEC commissioners representing the political party, the deputies of which constitute minority in the Milli Majlis, and 3 members by the CEC commissioners representing non-party deputies in the Milli Majlis within a manner defined in the Election Code. The commissioners representing non-party deputies at the Central Election Commission shall nominate two of the candidates upon the agreement with the interested sides – one candidate with the commissioners representing the political party, the deputies of which constitute majority in the Milli Majlis, another candidate with the commissioners representing the political party, the deputies of which constitute minority in the Milli Majlis.

Having based on the above-mentioned principles, a decision was adopted on the appointment of the nominated persons as members to the Constituency Election Commissions on relevant constituencies upon the discussions held at the CEC session.
