Central Election Commission conducted a session on August 19, 2021

The Central Election Commission (CEC) conducted the following session chaired by Mr. Mazahir Panahov on August 19, 2021. Firstly, the session minutes of the Commission, dated February 13, 15, 17, 18, 19, 20, 21, 22, 23, 24, 25, 2020 and April 27, 2021 were approved.

Later, the issue on re-formation of the membership of Constituency Election Commissions in the country was considered. It was informed that the term of office of the election commissions shall be for five years as in comply with the election legislation. Pursuant to the Election Code, the Central Election Commission was formed in new membership on April 27, 2021 by the Milli Majlis of the Republic of Azerbaijan. Currently, members shall also be appointed to 125 Con.ECs in the country and Con.ECs shall be re-arranged.


The nomination of 3 members of every Con.EC shall be submitted by the CEC commissioners representing the political party, the deputies of which constitute majority in the Milli Majlis, 3 members by the CEC commissioners representing the political party, the deputies of which constitute minority in the Milli Majlis, and 3 members by the CEC commissioners representing non-party deputies in the Milli Majlis within a manner defined in the Election Code. The commissioners representing non-party deputies at the Central Election Commission shall nominate two of the candidates upon the agreement with the interested sides – one candidate with the commissioners representing the political party, the deputies of which constitute majority in the Milli Majlis, another candidate with the commissioners representing the political party, the deputies of which constitute minority in the Milli Majlis.

Having based on the above-mentioned principle, a decision was adopted on the appointment of the nominated persons as members to Con.ECs upon the discussions held at the CEC session. So, 125 Con.ECs on the country were re-arranged in new membership.

Let’s note that nearly 90% of the Con.EC members in new membership are high-educated.
