The conduct of third call Elections to the Milli Majlis of the Republic of Azerbaijan was appointed to November 6, 2005 by the Order of Mr. I.Aliyev, President of the Republic of Azerbaijan dated on July 4, 2005 and the elections have already been given hint to start. Being the body conducting all elections in our country, Central Election Commission of the Republic of Azerbaijan has established all facilities for the conduct of elections under transparent, democratic and legitimate conditions, as well as for the realization of rights of all citizens having suffrage and Azerbaijani citizens of armenian origin to elect and be elected implied by Articles 2 and 56 of the Constitution of the Republic of Azerbaijan.
Armenia that occupied 20 % of the territories of Azerbaijan did not pay attention to the resolutions and challenges of UNO, Council of Europe, Union of Europe, Islamic Conference Organization and other international organizations concerning to the prevention of invasion and peaceful settlement of the conflict and has offended the rights and freedoms of thousands of citizens of the Republic of Azerbaijan who were driven out of their lands and live under occupation.
Citizens of the Republic of Azerbaijan of armenian nation were made laughing-stock of a group of political speculators as the result of the creation of imaginary separatist regime in the large part of the territory of the Republic of Azerbaijan under occupation and the upper territory of Karabakh by the Republic of Armenia and they were also deprived of active and passive suffrage besides constitutional rights provided to them by the state which they are citizens of. Efforts of the imaginary body to form electoral view for several times does not ensure guarantee for their legal rights and Central Election Commission of the Republic of Azerbaijan calls Azerbaijani citizens of armenian origin to prevent separatist regime in territories under occupation in order to ensure their own constitutional rights.
Election rights of citizens of the Republic of Azerbaijan having suffrage who had to leave their native lands because of the invasion were ensured in elections and referenda at the first opportunity up to now. At this time, not any distinction was laid among citizens of the Republic of Azerbaijan. Organization of Khankendi Con.EC # 122 – one of some IDP constituencies established within the country also was in this aim.
Peaceful policy, careful attitude to the fate of its own citizens and wish of the Azerbaijani state for all citizens to derive advantage from increasing economical power and democratic values formed necessity for functioning of the above-mentioned constituency.
Relevant measures must be taken pursuant to requirements of Election Code of the Republic of Azerbaijan to provide citizens of the country who lived and live within this constituency.
Azerbaijani citizens of armenian origin in Khankendi, Shusha, Khojali, Khojavend and other residences in the region can realize their active suffrage in Khankendi Con.EC # 122 and Shusha-Fuzuli-Khojali-Khojavend Con.EC # 124 and their passive suffrage within the all areas of the Republic of Azerbaijan together with their countrymen.
Central Election Commission believe that regardless of their national origin, all citizens, as well as citizens of armanian origin will participate in the elections and gain all opportunities to enjoy their other rights provided to citizens by the Azerbaijani state.
