Central Election Commission started "Training for trainers" within the education program of lower election commissions

The Central Election Commission (CEC) started "Trainings for Trainers” within the education program of lower election commission members regarding the nationwide voting (referendum) on September 26, 2016 to make changes to the Constitution of the Republic of Azerbaijan.

It is worth noting that the foundation of the training project was set in 2002 which was aiming at further increase of professional training of members of Constituency and Precinct Election Commissions and improve their skills, knowledge and business practice in the field of elections (referendum) and which was implemented through cooperation with different international organizations.

In current year CEC has compiled a training project in two stages regarding the nationwide voting (referendum). In the first stage that has already started, trainings are scheduled to be held with the participation of 2 persons from each of the election constituencies for 4 days. During "Trainings for Trainers” held through using visual aids the participants are informed thoroughly on E-day procedures including preparations in PECs for the voting, the voting process, exceptional cases in the election process, vote counting, and completion of protocols. The experts of CEC Training Group, inter alia, hold practical workshops on different procedures implemented on E-day, a special video clip prepared by CEC, concerning the rules for using a special stencil in the vote counting is played, presentations on actual subjects regarding the voting day procedures are made and the emerged questions are replied to at the event.

The second stage of trainings for lower election commission members will start from September 6, 2016 and last for ten days according to the number of PECs of the election constituencies. CEC Training Group has compiled a table of the trainings to be held in the areas to increase the efficiency of trainings considered for lower election commission members and the trainings are planned to be conducted in small groups with the participation of nearly 36 commission members in each training session. During the trainings every lower election commission member will be provided with "Election Day Guide”, a protocol sample on the voting results, video clip on the rules for using the stencil in the vote counting and some other necessary materials prepared by CEC.

The trainings that are broad educational activities cover generally, more than 30000 lower election commission members.
