Central Election Commission ended the process of compile and update of permanent voters' list – the most important event of the year
Voters’ lists are one of the most important documents
to guarantee citizens the constitutional rights to elect and to be elected,
thereby to conduct free, fair and transparent elections. Voters’ lists have
been compiled effectively and specifically as a result of the update process
held with the direct administration of the Central Election Commission since
the beginning of 2016 till the end of May.
This wide-scale process involving more than 30
thousand members of lower election commissions took place under close and
intensive cooperation with the respective bodies of the Ministry of Interior
Affairs and Ministry of Justice, local executive authorities and municipalities.
The interest and active participation of the Azerbaijani voters in the update
of voters’ lists, as well as the hotline # 115 of the Central Election
Commission and online service on the
website have further intensified the efficiency of the activity. It is worth
noting that the latest achievements of informational and communicational
technologies were used through the whole process to implement the update
effectively, to compile and print the lists in line with modern standards,
thereby improving necessary program software and other technical opportunities.
Pursuant to the Election Code, voters’ lists have been
updated and submitted to Constituency Election Commissions (Con.ECs) by each of
the Precinct Election Commissions (PECs) and in their turn, Con.ECs have
updated the voters’ lists on election constituencies and submitted them to the
Central Election Commission (CEC) upon evaluation of the information received
from the relevant bodies. As a body supervising all these processes, CEC checked the possible repetitions and inaccurateness via special software
for qualitative and quantitative analyze of voters’ data upon collecting the
electorate database.
On May 26, 2016 the members of the Central Election
Commission and mass media were made familiar with the available opportunities and
improved program software to compile, print and publicize voters’ lists effectively,
as well as with the conditions of storing the lists, therewith the participants
were provided with a special presentation on all the stages of the process.
They were made aware that the fast, interactive and secure information exchange
as a result of local network joining the Central Election Commission with 125
Constituency Election Commissions through fiber-optic lines, also the
opportunities granted by modern technology intensified the process of updating
voters’ lists, ensured the effective evaluation of voters’ data and consequently,
the lists became reliable sources with factual information to ensure voters’
voting rights. It was also informed that the activity will be continuously
carried on to improve the voters’ lists.
On May 26, 2016 CEC conducted a session chaired by Mr.
Mazahir Panahov and the issue on the compile and update of permanent voters’
list on the country was considered.
Mr.Mazahir Panahov, CEC Chairman informed thoroughly
on broad and complex process - update of single voters’ list carried out since
the beginnings of the year until the end of May and thanked all the bodies which
have rendered necessary assistance to lower election commissions through the
whole process.
At the session the results of updating voters’ lists
were broadly discussed and the development dynamics of the process was
especially highlighted. After the discussions the Central Election Commission adopted
a decision on the finalization of compiling and updating permanent voters’ list
of 2016, sending the lists to Constituency Election Commissions for approval,
also publicizing the permanent list of voters on the republic on the official
website of the Commission upon the compilation via the State automated
Information System.
As
to the information of May 26, 2016, single voters’ list on the country includes
5127111 voters, 48.35% of
which are males and 51.65 % are females.
The Commission session ended with the discussion of
other issues.
