Central Election Commission of the Republic of Azerbaijan started spreading of ballot papers regarding the Elections to the Milli Majlis of the Republic of Azerbaijan on October 22, 2015
Spreading of ballot papers to the Constituency Election Commissions
is started regarding the Elections to the Milli Majlis of the Republic of Azerbaijan
on November 1, 2015.
Comprehensive conditions are created for participation of
the international and foreign bodies, representatives of mass media and other subjects
(considered in legislation) in the event conducted in Press of Milli Majlis by
participation of Central Election Commission members, administration and
employees of Secretariat, as well as chairmen and secretaries of Constituency
Election Commissions. On October 22, at the basis of compiled act, with
participation of the relevant chairmen and secretaries of the Constituency
Election Commissions, showing the number of ballot papers, date and time of
their issue, ballot papers generally on 42 election constituencies, comprising
distant regions of a country and Nakhchivan Autonomous Republic are handed to
the chairmen of the Constituency Election Commissions.
In the event, requirements of Election Code in connection
with preparation of ballot papers and its delivering and thorough information on
organization for spreading ballot papers were submitted to the mass media. The comprehensive
conditions were created for ensuring clarity and transparency of all stages
covered in thorough way by media participants. At the same time, in connection
with process course, questions of journalists were answered.
After submitting to Constituency Election Commissions ballot
papers, prepared in secure conditions ensured by Special State Protection
Service, the process of protection for its transportation, preservation and
spreading in Precinct Election Commissions are implemented by the relevant
bodies of the Ministry of Internal Affairs.
It is necessary to note that regarding the Elections to the
Milli Majlis of the Republic of Azerbaijan on November 1, 2015, requirements on
text, form, number and preparation rule of ballot papers were confirmed by
Central Election Commission within the period considered in legislation. Thereafter,
beginning from October 14, 2015, ballot papers are started being published. It
was published 5344431 (five million three hundred and forty four thousand four
hundred thirty one) ballot papers by Commission decision. Pursuant to Election
Code, after spreading of ballot papers to the Constituency Election
Commissions, they will be submitted from Constituency Election Commissions to
the Precinct Election Commissions at least 3 days till the voting day.
