The works for implementation of the considered wide-ranging projects regarding the Elections to the Milli Majlis of the Republic of Azerbaijan on November 1, 2015 are continued to be carried out.

On October 21, chairman of Central Election Commission, Mr.Mazahir Panahov and the minister of Communication and High Technologies, Mr.Ali Abbasov examined technical supervision center on web cameras and got acquainted with final preparation works in connection with web cameras.

In the event, CEC chairman informed that our country is on eve of important social-political event and noted that transparency is an important principle in preparation and implementation of elections. As Institute of reveal Azerbaijan is a pattern for the most of countries. It presents comprehensive and large opportunities for representatives of mass media and especially for local and international observers in order to implement its normal activity. Jointly with all other means, achievements handed in the field of information and communication technologies are widely used for the ensuring of transparency at high level in Elections conducted in our country. Thus, it creates conditions for ensuring of clarity as well as thorough and wide observation of election process from the beginning till the end. The practice on usage of web cameras creates an opportunity for live observation of voting process via internet. It has been applied since 2008 in elections conducted in Azerbaijan and is continued in the Elections to the Milli Majlis that will be conducted this year. On the voting day in order to observe processes from the beginning till the end in the election constituencies, web cameras were installed in 1000 polling stations (approximately 20 %) covering the whole territory of our country. On Election Day, internet users (within or out the territory of our country) will have opportunity to open inter site of CEC without any registration and uninterruptedly, live observe the voting process, counting of votes and determination of results. CEC chairman, Mr.Mazahir Panahov expressed his gratitude to the minister of Communication and High Technologies, Mr.Ali Abbasov for mutual, beneficial cooperation in the field of usage of web cameras.

The minister of Communication and High Technologies, Mr.Ali Abbasov emphasized that Azerbaijan has long-term practice in the field of usage of web cameras in elections. He noted that in elections conducted in our country, usage of information-communication technologies service for improvement of election system, construction of its modern information maintenance as well as ensuring of clarity and transparency at more high level in election process. This year, regarding the Elections to the Milli Majlis of the Republic of Azerbaijan, all election precincts completely telephoned and ensured with perfect communication as in elections implemented in the previous year. Protection of information security is one of the main goals in the process of usage of web cameras and Azerbaijan communication system gain great practice in the field of ensuring of cyber–protection. During elections, the relevant measures are strengthened; three level caution systems are created in order to suspend interference cases. At the same time, we have close cooperation with foreign partners in this direction. Thus, if it is necessary, this will give us opportunity to approach automatically the same partners and create condition for helping us in this direction. In the period of elections, all opportunities created by our telecommunication satellite "Azerspace-1” will be used for the purpose of organization of tele-radio announcement at high level and ensuring of its validity.

Mr.Iltimas Mammadov, the first deputy of the minister of Communication and High Technologies spoke with presentation in connection with works implemented in direction of ensuring of contemporary telecommunication services in the Elections to the Milli Majlis of the Republic Azerbaijan on November 1, 2015.

Briefing for the representatives of mass media was held in frame of event organized jointly by Central Election Commission and the Ministry of Communication and High Technologies. Mr.Mazahir Panahov, chairman of Central Election Commission and Mr.Ali Abbasov, the minister of Communication and High Technologies answered the questions of media representatives.

It is necessary to note that technical preparation works in connection with web cameras are completely come to an end. The list of polling stations (where web cameras were installed) will be confirmed by decision of CEC. Thereafter it will be published in press, as well as in the official internet site of Commission.
