The Central Election Commission of the Republic of Azerbaijan (CEC) prepared "Guide for Observers” to raise awareness of election actors on the Municipal Elections on December 23, 2014.

The goal in carrying out the project and issue of the edition is to inform observers who will monitor the Municipal elections. The guide contains the principles of observation, also rights and duties of observers.

The guide has been prepared basing on the Election Code and normative acts approved by CEC.

"Guide for Observers” is available through lower election commissions, as well as, on the CEC official website (www.msk.gov.az).
