Central Election Commission of the Republic of Azerbaijan started "Trainings for trainers" within the education program of lower election commissions

"Trainings for trainers” have been started within the education program of lower election commission members by CEC decision in Municipal Elections appointed to December 23, 2014.

It is worth noting that the training project aiming at the increase of professional skills of Con.EC and PEC members, thereby improving their knowledge, abilities and skills in election field and carried out in cooperation with different international organizations was founded in 2002.

It is decided to conduct trainings on the forthcoming Municipal elections in the country in two stages. The trainings in the first stage already started are planned to last for four days with the participation of 2 persons from each of the election constituencies. During "Trainings for trainers” conducted by using visual aids the participants are informed on the voting process, exceptional cases in election process, Election Day procedures including vote counting and completing protocols. At the event specialists of CEC Training Group also hold practical workshops on different procedures of Election Day, presentations are made on the topics "Roles and duties of Precinct Election Commissions on the Election Day”, "Election Day processes and exceptional cases”, Preparations for vote counting, classification of ballot papers, vote counting and completion of final protocol” and "Practice of previous trainings, format and arrangement of trainings on election constituencies”, discussions are hold and the appearing enquiries are responded.

Training for lower election commission members in the second stage will start since November 25, 2014 and they will be organized at administrative buildings of the existing Con.ECs. The schedule of trainings by CEC Training Group has been compiled and they are planned to be conducted in small groups with the participation of nearly 36 commission members in each training session to increase the efficiency of trainings for lower election commission members further. This phase will last for several weeks in accordance with the number of PECs on the election constituencies and during trainings each lower election commission member will be provided with "Election Day Guide” prepared by CEC, a sample of voting results protocol and many other document samples.

As wide-scale educational activities, the trainings cover totally more than 30000 lower election commission members.
