Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on May 27, 2006.
Firstly, the issue on the results of the examinations conducted by CEC related to repeat elections to the third call Milli Majlis of the Republic of Azerbaijan, held on May 13, 2006, was put under discussion. Mr. Natig Mammadov, CEC Secretary who reported on this issue informed that final protocols of Constituency and Precinct Election Commissions (Con.ECs and PECs) and other election documents, as well as the appeals received by CEC were investigated in the time defined by law and the investigations made evident that the protocols on the results in PEC # 3 of the Con.EC # 103, PEC # 14 of Zagatala Con.E # 110, PECs # 10 and 37 of Aghdam village Con.EC # 119 were not compiled pursuant to legal requirements and the committed law violations prevented voters to determine their will, as well. In accordance with the suggestion of the speaker, the voting results in the above-mentioned precincts were considered invalid.
Later, the issue on compiling of the protocol on general electoral results by CEC, submitting Con.EC protocols to the Constitutional Court of the Republic of Azerbaijan together with the documents attached to them for checking and approving election results, was considered in regard with repeat elections to the Milli Majlis. Mr. Mazahir Panahov, CEC Chairman who reported on this issue stated that democratic and genuine elections were conducted on May 13, 2006. Election commissions coped with their obligations properly.
Chairman of the Commission who stated about the importance of the legislative frame for conducting democratic elections, emphasized the incomparable significance of Election Code and orders by President dated on May 11 and October 25, 2005 from this point of view. Apart from these, he noted that the political will of the country government and stability are in the line of main conditions for conducting democratic elections and he also thanked the head of the state for the steps put forward by him in this field. CEC Chairman also expressed his gratitude to the state bodies and mass media which assisted in holding elections. CEC decided to compile protocol on general results of re-elections and send Con.EC protocols to the Constitutional Court together with the documents attached to them.
CEC also discussed the issue on preserving official documents concerning the conduct of elections and approved Instruction on this issue as a basis.
At the session, current issues were also considered.
At the CEC session, representatives of the USA embassy, IFES (International Foundation for Election Systems) and mass media also took part.
