Mr. Mazahir Panahov, CEC Chairman received Reno Harnish, Ambassador Extraordinary and Plenipotentiary of the USA in our republic, Laurence Bristow, Ambassador Extraordinary and Plenipotentiary of Great Britain, Rolan Blutman, Ambassador Extraordinary and Plenipotentiary of France and Maurizio Paves, Head of Baku office of OSCE on October 7, 2004.

The guests who thanked to the CEC Chairman for the reception, expressed their intention to hold view exchange on forthcoming Municipal Elections. Reno Ha5rnish, US Ambassador specially emphasized that the of the Commission has increased it professionalism and was interested in works done by the CEC concerning Municipal Elections.

CEC Chairman reported on specification process of voters lists in lower election commissions, reception of election documents, approval and registration of nomination for the municipality \
embership, Instructions, Comments and Rules adopted by CEC, document samples approved by it. It brought into the attention of the guests that there had not been any complaints related to the candidate registration except oral complaints and these complaints were in time replied, problems were immediately solved.

The guests stated they keep the Municipal Elections in mind and are ready to help Azerbaijan in this issue as before.

Mr. Mazahir Panahov, CEC Chairman expressed his gratitude for help and stated his satisfaction for the cooperation with either international organizations or diplomatic representations of foreign countries in our country. CEC Chairman also informed about mistakes made during the preparation of reports on our country by international organizations. He stated that to give space to points reflecting the truth about our republic in the resolution # 1358 on the function of democratic institutions by Parliamentary Assembly of European Council are to be appreciated. But it is of great pity that this document also contained some wrong conclusions. We should state concerning the conclusion of not whole ensurance of transparency in the election process during Presidential Elections dated on October 15, 2003 that it was expressed in the preliminary report of OSCE observation mission that transparency had been ensured on the irreplaceable level in the Presidential Elections. At that time more than 1000 foreign observers and more than 40 000 domestic observers observed the electoral procedure. This resolution states as if the Presidential electoral results were not published. But preliminary voting results were placed in the CEC web-site on the Election Day itself. And voting results on precincts were published in "Khabarlar” journal that is CEC official edition not within 6 months, but 2 months earlier pursuant to the requirements of the Election Code.
At the end of the meeting, guests stated their thanks for frankly reception.

Chairman of the Commission also expressed his wish for such regular meetings and asked for ensurance of the participation of representatives of diplomatic corps represented by them in CEC sessions. It would help them to get right information on CEC finction.

Svetlana Gasimova, CEC Deputy Chairman, Chingiz Alakbarov, Chair of CEC Secretariat, Rovzat Gasimov, International Relations Department of Secretariat and Azer Sariyev, Chair of Press Service Department also participated it the meeting.
