The Central Election Commission started courses for the chairpersons of the Constituency Election Commissions
The chairman of the Central Election Commission Mr. Mazahir Panahov who made an introductory speech in the opening ceremony of the courses emphasizing that the elections are considered to be one of the main indicators of democracy in each country notified that the bases of free, fair and transparent elections implementation traditions were established in our country. He noted that in the result of successful policy held in our Republic social and political stability that is necessary for the implementation of democratic elections was established, progressive legal base relying on international experience was created.
In recent years, social and political stability that are necessary for democratic elections became stronger, legislative base was improved. The democratic election experience get improved over the years and great achievements in this field were made in the result of political will, attention and care of the country leader.
Thereupon the chairman noted that a few years ago at the basis of the instruction of the state leader the new buildings were constructed for more than 100 Constituency Election Commissions, other buildings of Constituency Election Commissions were fundamentally repaired. On the eve of forthcoming elections Precinct Election Commissions were placed in appropriate buildings, necessary conditions for the free voting of the voters were created. Entrance ramp for voters who have limitation with movement abilities was assembled in 1113 election precincts, it was considered to increase till 1000 the number of election precincts where the web-cameras were placed. For the activity of Constituency and Precinct Election Commissions members in accordance with the election legislative all necessary conditions were created, commissions were provided with technical and other necessary equipments. CEC chairman expressed his deep gratitude for all of that to the head of state.
Chairman notified that the enlightenment of the Lower Election Commission and strengthening work of the training are always at the center of attention: the following Orders "signed by the head of state” "Approval of National Activity Plan on protection of human rights in Azerbaijan Republic” dated December 28, 2006 and "Approval on National Programme for Action to Raise Effectiveness of the Protection of Human Rights and Freedoms in the Republic of Azerbaijan” dated December 27, 2011 from this point of view are considered to be a document having exceptional importance. In accordance with the above mentioned Orders, Central Election Commission held such kind of courses in 2007, 2009, 2010 and 2011 and members of lower election commission took part in the same event. Leading persons of supreme institutions, authoritative statesmen, scientists and experienced specialists will lecture in courses that are held for chairpersons of the Constituency Election Commissions. When courses
that are held for the chairpersons of Constituency Election Commissions are finished, courses for the members of Precinct Election Commissions and the chairpersons of Precinct Election Commissions will be organized from 5th till 7th of August. I am sure that, the above mentioned courses will play a serious role in increasing of the professional level of Lower Election Commissions members.
Mr. M. Panahov noted that the enlightenment events will be continued and the most of these kinds of projects are considered to be implemented with participation of international institutions.
He paid attention to that the enlightenment program being realized by CEC will cover all election subjects.
After speech of CEC chairman Chief deputy of President Administration of Azerbaijan Republic, Head of department of work with regional administration and local self-governance bodies Mr. Zeynal Naghdaliyev and Head of the OSCE Office in Baku Mr. Koray Targay having speech in the event congratulated the participants with the beginning of courses and wished them good luck.
Chairman of the Constitutional Court of Azerbaijan Republic Mr. Farhad Abdullayev and first deputy chairman of Milli Majlis Mr. Ziyafat Asgarov also took part in the opening of courses.
