Central Election Commission (CEC) conducted its following session headed by Mr. Mazahir Panahov on 30 October 2010.
Firstly, the issue on the application of usage practice of web cameras in election precincts during the voting process in Elections to the Milli Majlis was considered. CEC decided to apply the practice of using web cameras in election precincts in order to ensure transparency in the voting process during Elections to the Milli Majlis and to install web cameras in 500 precincts within the Republic of Azerbaijan.
Later, the authorized representatives introduced by "For human” bloc of political parties were registered.
At the session, the appeals submitted to the CEC related with the Elections to the Milli Majlis were considered.
The Commission considered the issue on the execution of resolutions by Baku Appeal Court related with 7 November 2010 Elections to the Milli Majlis and adopted decision on the registration of 4 persons’ candidacies pursuant to these resolutions.
At the session of the Commission, current issues were also considered.
At the session, representatives of Election Observation Mission of OSCE Bureau of Democratic Institutions and Human Rights, CIS Observation Mission and mass media also took part.

Central Election Commission (CEC) conducted its following session headed by Mr. Mazahir Panahov on 21 October 2010.
At the session, the appeals submitted to the CEC related with the Elections to the Milli Majlis were considered. By implementing one of the appeals, the relevant Con.EC decision was annulled and decision was adopted on the registration of the candidate who had applied. As the conflict subject had been settled in the investigation process of one appeal, this appeal was terminated to be considered, one of the appeals was decided to be sent to the relevant Con.EC for consideration and other appeals were not implemented due to groundlessness.
At the session of the Commission, current issues were also considered.
At the session, representatives of Election Observation Mission of OSCE Bureau of Democratic Institutions and Human Rights and mass media also took part.

Members of Special Committee’s pre-election mission of Parliamentary Assembly of the European Council

On October 19, 2010 members of pre-election mission headed by Mr. Pol Villi, head of PACE Special Committee on the observation of Parliamentary elections to be conducted in the Republic of Azerbaijan on 7 November 2010, visited Mr. Mazahir Panahov, CEC Chairman.
CEC Chairman expressed his gratitude of the observation mission to be realized by PACE observers in the forthcoming Parliamentary elections.
The head of the mission stated on the importance of observation institution in elections and role of CEC in the conduct of elections.
The head of the delegation was interested in pre-election atmosphere within the country.
Chairman informed the visitors on pre-election conditions in the country and spoke about the works implemented by the organization headed by him related with the preparation and conduct of elections. Mr. M.Panahov who informed on necessary works implemented for ensuring active election rights of citizens drew the attention to the fact that all legal steps had been taken for making the election precincts within the country ready for the voting. He stated that all persons who had applied for observation to the organization were replied positively in the aim of ensuring transparency. Upon basing on the practice of the last elections, one may say that the forthcoming elections will be followed by thousands of observers. All facilities will be also provided for the mass media representatives to obtain information from election precincts.
Mr. M.Panahov who replied to the visitors’ questions thoroughly informed on wide-scale education program implemented by CEC. It was also stated that though it was difficult to ensure active election rights of Azerbaijani citizens who had been displaced from their native lands at the result of Armenian occupation, CEC provided all necessary facilities for the voting of IDPs.
Mission members thanked CEC Chairman for detailed information and wished success in the forthcoming Parliamentary elections.

On 15 October 2010, members of Observation Mission headed by Mr. Wolfgang Grossruck, vice president of OSCE Parliamentary Assembly met with Mr. Mazahir Panahov, CEC Chairman. Chairman who greeted the members of OSCE PA observation mission expressed on his high estimation of the cooperation of the CEC with international organizations, as well as with OSCE.
The head of the mission thanked for sincere reception and was interested in pre-election condition in the country.
CEC Chairman informed the visitors on pre-election atmosphere in the country and spoke about the activities taken by the organization headed by him related with the preparation and conduct of elections. CEC Chairman who stated that the registration process of candidates to deputy by the Con.ECs is going to be ended and pre-election campaign has been started, drew attention to the fact that thorough campaign facilities have been formed for the candidates.

On 15 October 2010, the delegation headed by Ambassador Mr. Rolan Kobian, head of Baku representation of the European Union met with Mr. Mazahir Panahov, CEC Chairman.
CEC Chairman informed on special importance given by him to the cooperation of the organization headed by him with international organizations, as well as with the European Union.
The ambassador thanked for sincere reception and was interested in the activities taken related with the preparation and conduct of elections, pre-election state. CEC Chairman drew attention to the fact that the stage of registration of the candidates to deputy by the Con.ECs has ended today and pre-election campaign has been started. He informed the visitors on the steps put forward related with the specification of voters’ lists, education of election subjects and activities realized together with international organizations in this field, facilities formed for the candidates to deputy related with pre-election campaign, activities taken for material-technical supply of lower election commissions and ensuring principles of transparency of elections.
By emphasizing on important role of the CEC in the preparation and conduct of elections, the visitors highly valued the works implemented related with the preparation of Elections to the Milli Majlis and wished success to electoral bodies in the forthcoming elections.

Firstly, the issue was considered on forming facilities for additional pre-election campaign of candidates in Elections to the Milli Majlis of the Republic of Azerbaijan appointed to 7 November 2010. CEC decided to allocate free airtime for 4 minutes for each registered candidate in the aim of organizing "round table” among the registered candidates on the election constituencies within Nakhchivan Autonomous Republic in NaxTV and on the other 118 constituencies in Public TV and free space in equal volume for the publication in the papers "Azerbaijan” and "Sharg Gapisi” related with the Elections to the Milli Majlis of the Republic of Azerbaijan appointed to 7 November 2010.
At the session, the appeals received bybthe CEC erlated with the Elections to the Milli Majlis were considered. By implementing 7 of the appeals, the decision of the relevant Con.EC was annulled and decision was adopted on the registration of the appealed candidates. As the conflict subject had been settled in the investigation process of 3 appeals, these appeals were terminated to be considered, investigation period of 9 appeals was extended, it was decided to send one of them to the relevant Con.EC for consideration on determination and the other appeals were not implemented due to groundlessness.
At the session of the Commission, current issues were also considered.
At the session, representatives of OSCE/ODIHR Election Observation Mission and mass media also took part.
