Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on September 26ç 2008.

Firstly, decision was adopted on the registration of the agents of Mr. Hafiz Alamdar oghlu Hajiyev nominated by Modern Musavat Party and registered by the CEC. Later, Commission adopted decision on the registration of the agents by Mr. Fuad Aghasi oghlu Aliyev, candidate of Azerbaijan Liberal Democrat Party. CEC Chairman informed the session participants on the number of the registered observers that in general, 25023 persons got the status of observer. 15087 out of them were presented by political parties and 7626 persons were presented by non-government organizations. 2310 persons were registered as observers on their own initiatives. Registration process of observers is undergoing. According to Election Code, applications on conducting observation within the whole territory of the Republic of Azerbaijan shall be submitted to the CEC within 10 days prior to the voting day and applications on observation within the constituencies shall be submitted to the relevant Constituency Election Commissions within 5 days prior to the voting day. At the CEC session, members of OSCE/ODIHR Election Observation Mission, representation of Secretary General of European Council to Azerbaijan, representatives of the USA embassy, embassy of Great Britain, International Foundation for Election Systems, National Democracy Institute and mass media also took part.
