Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on September 23, 2008.
Firstly, session minutes of the Commission, dated on September 9, September 11 and September 13, 2008 were approved.
Later, Mr. Natig Mammadov, CEC Secretary reported on the registration of agents of Mr. Gudrat Hasanguliyev whose candidacy has been registered. CEC adopted decision on the registration of these persons.

At the session, the issue on the appointment of a member having consultative right at the CEC by Whole Azerbaijan Popular Front Party was considered. Decision was adopted on the appointment of Mr. Michail Rahman oghlu Rahimov as a member having consultative right at the CEC.
CEC made amendments in the compositions of Ordubad-Julfa Con.EC # 7 and Yasamal Con.EC # 16.
CEC Chairman drew the attention of the session participants to the information that publication of ballot papers will be commenced on September 24, since 10.00 at the press of the Milli Majlis. Publication of ballot papers and turning over them to chairmen and secretaries of constituency Election Commissions will be implemented under the observation of 3 members of the CEC in accordance with the representation and by the officials of CEC Secretariat. As to the CEC decision, 4.903.600 ballot papers will be published.
At the CEC session, members of OSCE/ODIHR Election Observation Mission, representatives of Secretary General of the European Council in Azerbaijan, the USA embassy, embassy of Great Britain, International Foundation for Election Systems, International republican Institute and mass media also took part.
