The following session of the Central Election Commission of the Republic of Azerbaijan by Mr. Mazahir Panahov was held on July 19, 2003. Mr. Mazahir Panahov, CEC Chairman reported on the registration of the candidacy of Heydar Alirza oghlu Aliyev to presidency of the Republic of Azerbaijan on October 15, 2003.
At the session, it was brought into the attention of all participants that signatue sheets and election documents submitted for the registration of Heydar Alirza oghlu Aliyev were fully in conformity with requirements of Election Code. CEC adopted decision on the registration of the candidacy of Heydar Aliyev to presidency of the Republic of Azerbaijan.
Mr. Heydar Alirza oghlu Aliyev is the first registered candidate among approved candidates.
Later, the Commission discussed other issues.
Mr. Ingilab Nasirov, CEC Secreatry reported on the approval of the candidacy of Sayad Sayad oghlu Sayadov to presidency nominated by Single Communist Party. The Commission did not approve the candidacy of Sayad Sayad oghlu Sayadov as the submitted documents of the candidate were not prepared pursuant to requirements of Election Code.
At the session, report of Mr. Ilham Mammadov, CEC Commissioner on the consideration of applies entered CEC related to the Presidential Elections of the Republic of Azerbaijan appointed on October 15, 2003 was heard. The Commission decided to send the documents to the Prosecutor`s Office of the Republic of Azerbaijan, Supreme Court and Ministry of Justice for taking relevant measures after making some investigations.
The Commission considered necessary to investigate issues in the Constituency Election Commissions.
At the end of the session, current issues were considered.
At the session, repesentatives of IFES (International Foundation for Election Systems), OSCE/ODIHR, as well as domestic and foreign mass media participated.
