Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on 9 November 2009.

Firstly, session minute of the Commission, dated on 3 November 2009 was approved. Later, it was decided to approve the member having consultative right appointed to the CEC by the New Azerbaijan Party.
CEC also adopted decision on the approval of the authorized representatives of Democratic Azerbaijan World Party, Modern Musavat Party and Musavat Party in Municipal Elections appointed to 23 December 2009.
CEC considered the issue on the text, format, number and rule for preparation of the ballot papers.
 
CEC decided that related to Municipal Elections appointed to 23 December 2009, the format and text of ballot papers, the upper left corner of which is cut and numbered one-by one and successively on relevant municipalities, having empty squares on the right off the information about the candidates, on the upper side having comment on its completion, on the upper right corner having place of stamp, on down left corner having cut line, containing the surname, name, patronymic, date of birth, residence, place of main work or service (if not any, then type of activity) of each candidate in alphabetical order, names of the subjects that nominated them, short name of the political party which the registered candidate nominated by political parties (blocs of political parties) belongs to, party affiliation of the registered candidate nominated on his/her own initiative or directly by voters related to Municipal Elections appointed to 23 December 2009 shall be approved. In total, 4729681 ballot papers shall be prepared at the press of the Apparatus of the Milli Majlis of the Republic of Azerbaijan under the observation of 3 members of CEC based on representation and the number of these ballot papers shall exceed 3% of the total number of voters registered on the republic.

At the session, representatives of OSCE Baku office, the USA embassy, International Foundation for Election Systems (the USA), National Democracy Institute and mass media also took part.
