Webcams installed in 1000 polling stations for the Elections to the Milli Majlis
The Central Election Commission (CEC) conducted the next session chaired by Mr.Mazahir Panahov on August 22, 2024. Firstly, the Commission’s session minute dated 16 August, 2024 was approved.
Later, the issue on the installation of webcams in the polling stations during the early Elections to the Milli Majlis of the Republic of Azerbaijan, appointed to September 1, 2024 was reviewed.
It was emphasized that the necessary steps had been taken to prepare and hold the elections at a high level, comprehensive conditions and wide opportunities had been created for the election stakeholders, it was also stated that numerous local and international observers, media outlets and different public institutions participated freely and independently in the upcoming elections.
It was reported that the wide and effective use of the latest innovative achievements of information and communication technologies in the elections held in Azerbaijan, along with other means, made important contributions to ensuring openness and transparency on a larger scale on the voting day.
In particular, it was noted that the webcam experience which had been successfully applied in the election experience of the country for 16 years, allowed Internet users to observe the process of voting in polling stations on an open platform in its entirety, without interruption and in real time from anywhere in the world, without requiring any registration. Transparency institutions, local and international subjects, media representatives and professional election experts who participated in the observation of the elections so far have praised the use of web cameras as a progressive achievement.
During the discussion of the Commission members, it was confidently expressed that the use of web cameras in the Elections to the Milli Majlis would play an important role as an additional tool in increasing transparency on the Election Day.
It was also stated at the session that the project of implementing webcams in connection with the Elections to the Milli Majlis was carried out in close cooperation of the Central Election Commission with the Ministry of Digital Development and Transport and the State Service for Special Communication and Information Security.
Following the discussions, the Central Election Commission has strengthened and further improved the technical parameters of the processes at the polling stations in the upcoming Elections to the Milli Majlis from the beginning to the end, direct and uninterrupted observation through web cameras, and within the necessary technical and other conditions in order to ensure quality and uninterrupted broadcast opportunities. It was decided to install webcams in 1000 polling stations on 119 constituencies. By the Commission's decision, it is also considered to implement and complete the relevant measures to ensure the necessary activities, technical and other conditions for the installation of web cameras and to publish the list of polling stations where web cameras are installed.
During the session held with the direct participation of representatives of international observation missions, members of the commission with consultative rights, an observer with special permission and representatives of media outlets, changes were made to the composition of the Constituency Election Commission of Sabail Con.EC #7 and current issues were also discussed.
