Central Election Commission ended the process of compile and update of permanent voters' list of 2019

Pursuant to the Election Code, the updating process of unified voters’ list in the country has been carried out since the beginning of January of 2019. Up to the end of the May the voters’ list was compiled effectively and accurately as a result of a comprehensive process under the direct supervision of the Central Election Commission.

At the initial stage, the voter lists were updated by precinct election commissions on each polling station and submitted to Con.EC by February 5. In their turn, Con.ECs have updated the voters’ lists for election constituencies and submitted to the Central Election Commission (CEC) up to April 5, upon comparing and analysis of the information received from the relevant bodies. Following that, upon collecting the electorate database, CEC examined the lists against possible encountered repetitions and inaccurateness via special software for qualitative and quantitative analyze of voters’ data and ended process.

The update of voter lists was carried out in close cooperation with the relevant authorities of the Ministry of Internal Affairs and the Ministry of Justice, including local executive structures and municipalities, and involved more than 30,000 members of lower election commissions. Various projects, as well as the CEC hotline and online service on the internet at the disposal of our citizens, have made a significant contribution to the improvement of the effectiveness of this activity.

As in previous years, the current use of modern software updates and technical capabilities to improve information and communication technologies has played a significant role in the process of implementing and maintaining a high standard of voter lists.

CEC members and representatives of the mass media got familiarized with the updated version of the unified voter rolls of 2019. During the presentation on practical side of the process in the hall of the Information Center of the Commission, it was reported that the compiling, checking and updating of the voter lists was carried out online by means of the State Automated Information System. Possibilities provided by the above-mentioned hi-tech System for interactive exchange of information on voters, and enabled orthographic and grammatical inspection, analyzing identical voter information against elimination of possible repetition of voter entries as well as qualitative preparation and printing of the voter lists.

After the familiarization with the publication and storage of the voters’ list, CEC conducted a session. At the session, chaired by Mr.Mazahir Panahov, the issue on the results of compiling and updating of permanent voters’ list was discussed. CEC Chairman M.Panahov thoroughly informed on broad and complex update process carried out since the beginnings of the year until the end of May and thanked the Ministry of Justice, the Ministry of Internal Affairs and other relevant bodies, which have rendered necessary assistance to election commissions through the whole process.

During the session, the results of the activity on the updating of voters’ list were discussed and CEC members underlined the use of high technological improvements and development dynamics in the updating process. Later, the Commission adopted a decision to summarize the process of compiling and update of permanent voters’ list of 2019, and decided permanent voters’ list of the country, to be posted on the official website.

As a result of the updating process, 5 212 902 voters were included in unified voters’ list in the country, 50.83% were females and 49.17% of whose were males.

During the session the minutes CEC session, dated April 9, 2019 was approved, and the structures of some Con.ECs were amended. Current issues were also considered in the course of the session.
